National Security Resilience: Why Trusted Australian Capability Matters More Than Ever

In a world where security threats are becoming increasingly complex and unpredictable, Australia’s national security resilience has never been more important.

As someone who has spent decades responding to critical incidents and leading operations across policing and public safety, I have seen first-hand that resilience is not built during a crisis. It is built long before one occurs.

Drawing on my lived experience as a former New South Wales Police Force Deputy Commissioner, I will share some thoughts on the changing nature of Australia’s threat landscape and why trusted, sovereign partnerships are more critical than ever.

Today, national security resilience depends not only on how governments respond, but also on the trusted partners they choose. Sovereign, experienced Australian capability is no longer a luxury. It is a necessity.

Lessons from Crisis Leadership
Operational resilience, whether in policing or national security, comes from preparation, trusted relationships and a clear understanding of local conditions.

In policing, trust is the foundation upon which operational legitimacy is built. The ‘Peelian Principles of Policing’, which have guided law enforcement under the Westminster system of Government for nearly two centuries, emphasise that the policing must occur with the trust and consent of the community. The same is true for national security resilience today.

​Trust can be fragile, and it must be earned, maintained and protected through consistent actions, not words.

The Changing Nature of Threats
The threat environment is no longer confined to physical domains. Today, threats extend across cyber security, the protection of critical infrastructure and broader geopolitical influence.

Critical infrastructure assets, including energy grids, water supplies, transport systems, health services and telecommunications, are now recognised as strategic national assets.

This means they have become prime targets for cyber-attacks, espionage and foreign interference.

Disruptions to these systems do not just create inconvenience. They undermine public confidence, economic stability and national security.
Foreign interference, targeting our institutions, information systems and critical infrastructure, is a very real threat and of ongoing concern.

National security is now multi-dimensional, and resilience must be built across all fronts, not just at the point of impact.

True national security resilience relies on the ability to maintain control, accountability and decision-making within Australia and therefore in an increasingly complex environment, investing in trusted local relationships and working with local, trusted organisations strengthens Australia’s resilience and ability to respond, recover and adapt.

Therefore, in my experience, the success of any crisis response has always hinged on trust – trust in your team, your systems and your partners – and it always will.
